We are approached by governments in Australian and overseas jurisdictions to develop policy, procedures and training in each of these specialist areas.
A great recent example involved working in collaboration with the Department of Home Affairs in Timor-Leste.
An iSafe aviation security subject matter expert worked with the East Timor Civil Aviation Authority and President Nicolau Lobato International Airport to build their internal aviation security capacity.
The project involved reviewing and updating the draft National Quality Control Program to ensure it reflected East Timor’s unique civil aviation operating environment and is able to be implemented effectively. This involved developing a detailed understanding of local operations, expertise and capacity and adjusting the NQCP requirements accordingly. This was achieved through a series of online workshops followed by one week working with aviation and airport authorities on site in Dili.
The project also included a component of implementing the NQCP through mentoring Civil Aviation Authority aviation security inspectors in planning and conducting security inspections. We planned and conducted a security screening and landside security inspection at President Nicolau Lobato International Airport, identifying a number of opportunities to enhance current security arrangements. This is a critically important stage of implementing the national plan by building the capacity to sustain the quality control program from within aviation authority internal resources.
Establishing an effective aviation security QC system not only supports East Timor meeting its’ international civil aviation obligations, importantly it builds the capability for East Timor to identify aviation security vulnerabilities and progressively enhance security for their civil aviation operations. As Timor develops and external visitation numbers increase, implementing and maintaining an effective aviation security system will be a critical component of supporting this continued development.
