Our Team

Our team is in three parts:

Harley Sparke

Executive Chairman

Harley has been involved in the security industry for +30 years having undertaken a number of roles from guard to general manager.  Harley has also worked in other industries including finance and manufacturing and wholesale. He is highly regarded in the maritime security industry, having participated in government committees and reviews regarding maritime security legislation.  He is a sought after speaker at related conferences.

Harley specialises in the conduct of detailed security risk assessments and the provision of solutions to clients across a range of operational security management issues. He has been actively involved since inception in the consultation process with the Australian Government Department of Transport and Regional Services (formally DoTaRs, now Office of Transport Security [OTS]) in the development of Australian legislation to ensure compliance to the International Maritime Organisations ISPS code. Harley continues to be a member of the OTS legislative review panel.

Harley has had significant input into the resolution of some of Australia’s largest industrial disputes. Most notably, the waterfront dispute in 1998 which he managed with Sam and indeed launched the Corporate Protection group of companies

Sam Sparke

Executive Director

Sam Sparke is the founding Director of Corporate Protection Australia. Incorporated in 1997, the Corporate Protection group of companies has extensive experience in challenging environments and large industrial projects. They proudly set the benchmark in professional standards for private emergency service provision in the mining, energy and maritime sectors.

Sam began his career with the Queensland Police, rapidly promoted to team leader of the Special Emergency Response Team (SERT). He managed operations including the apprehension of armed offenders, siege situations, high risk raids and counter-terrorism.

In 1995 Sam transferred his skills to the corporate sector, initially as manager of the security and safety team at the award-winning Brisbane Convention & Exhibition Centre. Sam set up the security systems and procedures, and hosted many high profile conferences, visiting dignitaries and high-security events including CHOGM and the Goodwill Games. This role was followed by close-protection of celebrities, musicians, athletes and executives, both individually and with the group.

More recently Sam has used his skills internationally, advising government bodies and large corporations on infrastructure, training, project security, medical and emergency procedures

Chris Maguire

CP Group’s Chief Operating Officer.

Chris is an emergency and crisis management professional who develops risk-based solutions encompassing crisis, security and emergency management, security and workplace health and safety. Chris has delivered bespoke solutions to clients across the globe in various industries such as oil and gas, government, manufacturing, agriculture, entertainment and education. He is an experienced senior manager in both the private and public sectors as well as a decorated field commander for his actions at a number of natural and manmade disasters.

He has developed emergency and crisis management policies and procedures for heavy industry, coal seam gas and on/offshore LNG operations. Chris has developed risk-based solutions incorporating fire engineering and emergency response capabilities to assist in safeguarding personnel, the environment and assets.

He has written or been a major contributor to numerous emergency response plans (written to meet regulatory commitments and best practice) and safety cases whilst managing emergency response execution. He is an experienced trainer, coach and advisor to senior private and public sector executives and managers in crisis, disaster and emergency management matters. Additionally, Chris has developed detailed business continuity plans for a variety of industries.

He has a Master’s Degree of Science – Emergency and Disaster Management and has held with distinction positions such as Queensland Fire and Rescue Service (QFRS) Area Commander; QFRS Executive Manager Special Operations; Australian Capital Territory Fire Brigade: Deputy and Chief Fire Officer.

Tony Harman

Manager iSafe SMS

Tony heads up Corporate Protection’s security, safety and risk management consulting business, iSafe SMS and is focussed on ensuring we continue the highest standard of project delivery.  Critical to achieving this goal is understanding client operating environment and requirements in order to design tailored and highly practical solutions. Tony brings a unique balance of risk management, safety, security planning and operations experience to this important role.

Tony joined Corporate Protection Group after a 23 year career as an officer in the Australian Army, retiring as a Lieutenant Colonel, 10 years in transport security, followed by working as a senior risk management and security advisor for an Australian consulting company managing their business in SE Asia. Tony has established a reputation for providing highly professional advice and practical solutions.

Since joining iSafe SMS Tony has delivered projects for maritime security clients, remote mine sites, remote community health centres, businesses with a national footprint and international capacity building projects on behalf of the Australian Government. These projects have included security audits, security upgrades, safety, security & emergency planning, crisis management training, business continuity planning and risk management reviews.

The esteem with which Tony is held is demonstrated by being awarded a Department of Infrastructure and Transport Australia Day Award for exceptional performance in establishing, leading and managing the Office of Transport Security’s Last Port of Call security assessment program and a Vice Chief of Defence Force Commendation for exceptional performance leading the Australian contingent working with the multi-national Iraq Survey Group on operations in Iraq.

Joe Dowrick

Senior Consultant iSafe SMS

Joe Dowrick is iSafe’s Senior Consultant and an experienced operations planner, crisis manager and security practitioner. 

Joe is a former New Zealand Army officer and has extensive Military and United Nations emergency and response experience having worked extensively in the Pacific, planning and executing disaster relief training and response operations. 

More recently he has worked in a variety of roles in the maritime security industry.  He has experience with the Cruise Industry having worked for almost 3 years at the Brisbane Cruise Terminal. When the cruise industry closed down, he worked as a Maritime Security Guard for Corporate Protection across a variety of terminals including tankers, grain and bulk commodities as well as general purpose berths. 

Joe is a qualified Maritime Screener and has been a participant in the industry consultation process in developing the new screening accreditation process. He is a Department of Home Affairs certified screening accreditor and recently delivered a screening and access control optimisation project in Sri Lanka. 

As a member of the iSafe team Joe has successfully produced numerous Security Risk Assessments and Maritime Security Plans for clients ranging in size from 30 berths to single berth facilities across Australia, including the recent rewrite of the Port of Brisbane MSP. Joe has developed exercises and training activities for a major client with residential properties across the eastern seaboard in bush fire and flood preparedness at the enterprise and regional level. 

He has been the lead trainer for the Port and Port Facility security officer courses run by iSafe since 2021 and assisted our in-house RTO, Baseline Training, as the subject matter expert in developing our industry leading Maritime Security Guard online course.

Joe was awarded a Chief of Army Commendation for his work in planning the NZ Army contribution to East Timor and deployments to the Solomon Islands.
